The American Civil Liberties Union says in a federal lawsuit that Pierce County and the sheriff's office is violating the rights of mentally ill people held in its jail by subjecting them to illegal restraints and isolation.

A federal judge blasted the Washington state agency responsible for providing competency services to mentally ill people in jail, saying the agency doesn't appear to understand that these individuals "have constitutional rights that are being violated." 

Washington accrues almost $7.5 million in contempt fines

SEATTLE (AP) — The state of Washington has accrued fines of about $7.5 million for failing to provide competency services to mentally ill people who must wait in jails for weeks or months.The federal judge who imposed the fines issued an order on Tuesday saying the state must pay the outstanding balance of $2.3 million.
