SPOKANE, Wash. — In Spokane's City Hall, one office is missing from the directory — the Office of Civil Rights.

"Knowing that during this delay every day that's gone on without this office running, more people's civil rights have been violated without recourse," Anwar Peace, chair of the Human Rights Commission in Spokane, said.
