SPOKANE, Wash. -

The Spokane City Council passed an ordinance Monday night that expands the law that makes it illegal to sit or lie on downtown sidewalks during business hours.

The Spokesman-Review reports the vote followed nearly two hours of public testimony.

 Opponents say it makes homelessness a crime.

Supporters say the sit-lie ban will create a friendlier downtown environment and officers have discretion to direct the homeless to shelters.

The ordinance expands the time people may not sit or lie on sidewalks from 6 a.m. to midnight.
