A federal grand jury Wednesday indicted Bryan Kitchen for burning down The Grove Apartments in Pullman earlier this month and causing $13 million in damage.
The federal charges mean Kitchen could face a longer prison term.
Kitchen is now charged with malicious use of fire to damage a property used in interstate commerce.
Kitchen told investigators he was drunk and that voices in his head told him to start the fire.
He faces between five to 20 years in prison if convicted on the federal charges.
