Homeowners in several southeast Bend neighborhoods must pay thousands of dollars toward a 2015 transition from irrigation water to city water, and it's causing discontent.

The Bulletin newspaper reports that some people -- even longtime residents -- say they were only recently made aware of 2004 and 2011 agreements between homeowners associations and the city that obligate them to help pay for the city's cost to install new water infrastructure.

Some have suggested the agreements were illegal.

City officials defend the legality of the agreements and note that homeowners are only paying part of the total cost for new water infrastructure.
