SPOKANE, Wash. -

Spokane police confirmed Tuesday afternoon that the driver that crashed on TJ Meenach bridge Monday was intoxicated.

Charles Welch, 60, was evaluated by a drug recognition expert, who determined that he was "impaired by intoxicating substances."

He was also driving with a suspended license.

Welch was taken to the hospital for treatment of his injuries and has not been arrested or charged with a crime yet. Charges are now pending for vehicular assault.

The passenger in the camper, Candy Barnes, 49, suffered multiple fractured ribs, a pneumothorax and two gashes on her leg that needed stitches to close.
