FOR PEOPLE TO FOLLOW WHEN GOING DOWNTOWN.

WILL GIVE OUT WARNING'S IN HOPE OF GETTING VOLUNTARY
HOWEVER, IF NEED BE POLICE WILL CITE OR ARREST PEOPLE
AS A LAST RESORT.
CAPTAIN CARL SAYS THEY'LL ALSO OFFER SERVICES TO TRANSIENTS
AND OTHERS LIVING ON THE STREETS.
PART OF INITIATING THE CITY'S SIT AND LIE ORDINANCE
THAT BANS PEOPLE FROM STALLING ON DOWNTOWN SIDEWALKS.

toward jobs, they can find out where there are services
