Ada County authorities in southwest Idaho say no charges will be filed against the property owners where a horse was kept or the owner of a horse that escaped and caused a fatal crash.
Ada County Deputy Prosecutor Roger Bourne tells the Idaho Statesman in a story on Monday that prosecutors decided against citing Jeff Spencer and his wife, Jane Spencer, or horse owner Patrick Casey Robertson.
Bourne says the infraction carries no significant penalty and prosecutors opted to let a civil case take its course.
It's unclear if the family of 43-year-old Alma Sanchez of Emmett plans to file a civil suit.
Sanchez died March 3 when the vehicle she was driving struck the horse on Idaho Highway 16 northwest of Boise at about 5 a.m.
