Officials say a loss of power appears to have caused last month's plane crash in the Oregon Dunes National Recreation Area.

In a preliminary report obtained by The World newspaper of Coos Bay, the National Transportation Safety Board said pilot Ron Schick of North Bend landed on the dunes because he was unable to restart the plane.

The pilot suffered minor injuries, but his passenger -- Rich Smith of Lakeside -- was seriously hurt. The report says Smith was the pilot's mechanic and was interested in buying the plane.

The flight originated from the Lakeside State Airport and there was no Federal Aviation Administration flight plan.

The report says Schick has a private pilot certificate and 750 hours of flight experience. However, he had allowed his third-class medical certificate to expire.
