A developer says plans to build a riverfront apartment complex and a medical rehabilitation center on the site of a former Boise Cascade paper plant in Salem are kaput.

The site on the banks of the Willamette River is split by railroad tracks, and the combined $30 million projects hinged on access rights through Riverfront Park, routing traffic past Salem's Riverfront Carousel and its parking area.

The Salem Statesman Journal reported Thursday that the plan caused a public uproar, and Mountain West Investment Corp. faced a lengthy review process.

A Mountain West official, Brian Moore, said the company doesn't have an alternative proposal yet.
