A federal appeals court hearing Wednesday in Seattle may determine whether commercial passenger flights operate out of Paine Field.

The city of Mukilteo and other opponents are challenging a 2012 Federal Aviation Administration study that found noise, traffic and pollution from commercial jets would not harm nearby communities.

Allegiant Air and Alaska Airlines once proposed service. Alaska has dropped its proposal.

A spokeswoman for Allegiant, Jessica Wheeler, told The Daily Herald it remains interested but has no definitive plans.

KING reports a New York City company, Propeller Airports, has submitted a letter of intent to Snohomish County officials for a two-gate terminal.
