A man with a shotgun slung over his shoulder walked past three schools in Hillsboro on Thursday, prompting the district to send automated phone calls to parents.
Police says the man never posed a threat, although they would have arrested him if he stepped on school property.
Police told KATU the man did the same thing Tuesday with a hunting rifle, prompting 911 calls.
It's a drain on resources, but police say the man is exercising his rights.
The school district says if the armed man comes near a school it should bring all students inside, lock the doors and continue instruction.
