A state of emergency was declared on Thursday by Spokane County Public Works Director Mitch Resiter in response to the flooding and road closures in Spokane County.
The melting snow and torrential rain means bad news for many area roads as well as creeks and rivers. Flooding was still a big concern Thursday night.
