Police cracking down on public sex at Dog Park
Extra patrols are underway at a popular dog park at the state line because police say it?s being used by men looking to have sexual encounters.
Patricia Simonet Laughing Dog Park was the first dog park in the Spokane area but now Liberty Lake police say that men show up, meet and have sex in the park. They say the men are becoming more brazen and the problem is getting worse as people are trolling the park?s parking lot at all hours of the day.
Jill Regalado and her dogs come to the dog park a lot but she didn?t realize what else goes on here.
?It?s really disturbing,? she said.
?I did not know I was totally unaware of that.?
Liberty lake police say it happens all day, every day. Sometimes men meet, leave and go elsewhere for sex, but more often, they stay put.
?They'll pull in, maybe park, just kind of sit and wait,? Liberty Lake Police Officer Erin Lance said.
?Weather permitting, they'll just do it right there in the car.?
How prevalent is it? In an unmarked vehicle a KXLY news crew pulled up into the parking lot and waited. Within 20 minutes, a man pulled up, parked, and looked at the crew carefully for several minutes. As he started walking closer to the vehicle to investigate he likely saw the news camera as he then turned, headed back to his car and drove away.
Another man in an SUV was at the park for over an hour, parking in at least four different spots. At times he parked next to the unmarked news vehicle, got out and looked around, all the while just waiting and looking.
?It looks like they may using codes like flashing headlights or rolling down windows,? Officer Lance said.
In about an hour?s time there were four men who came to the park, without dogs, just parking, sitting and waiting.
When undercover cops are propositioned they kick the men out, if they see a sex act underway they ticket the men for indecent exposure.
?Most of the men we've contacted out there are indeed married,? Officer Lance said. ?They'll have wedding rings on, and baby seats in the back, its pretty sad.?
As for Jill Regalado, she says she'll still come to the park, but she wants the problem solved.
?Especially on the weekends there's a lot of families that come out here, and I just feel like that should happen elsewhere, not in a family setting like this,? she said.
Police stress that meeting in a public park isn?t illegal, but having sex in a public park is. Police are planning to increase patrols of the dog park to try to stop it from happening.
