SPOKANE, Wash. -

Spokane police arrested registered sex offender Charles Ebner on new child pornography charges five blocks from the Central Valley kindergarten center Thursday morning.

Ebner is in jail right now and its familiar terrain for him. That's because back in 2005 he was arrested on a child rape charge after he used the Internet to lure a 14-year-old girl to his home. That crime may have gone undetected if not for the fact that Ebner's mother turned him into police.

Six years ago he was sent to prison on child rape and child porn charges after he met his 14-year-old victim in a Yahoo! chatroom and was able to meet her in person and get her alone.

"He was charged back in 2005 with 3rd degree rape of a child which means having sexual intercourse with someone between the ages of 14 and 16, being a minor while he is an adult," Spokane Police Sergeant Steve Wohl said.

Thursday morning he was arrested again, this time on child pornography charges.

"He was possessing and exchanging child pornography, depictions of children and through proactive measures we were able to get copies of those photographs he exchanged with my detective," SGT. Wohl said.

Neighbors said Ebner had moved into his mobile home just a few months ago and didn't know he was a registered sex offender. Neither did the parents of the kindergartners going to school just down the street.

"I think it's just so disturbing they allow sex offenders near schools with little kindergartners. It just makes me sick," mother Whitney Holley said.

Central Valley school officials say they were also not aware Ebner was living so close by but don't believe he's ever approached any of their 250 students.

"The kindergarten center, actually all the kids that attend there, ride the bus so there's not any concern that anything was going on," Melanie Rose with the Central Valley School District said.

Central Valley officials sent a letter home with their students so parents were made aware of Ebner's arrest.

Authorities are hoping with his prior convictions they can double the amount of time Ebner will spend behind bars this time if convicted.
