North Spokane resident questions city's new plow plan

At the beginning of October the City of Spokane Streets Department unveiled their new plan for plowing streets this winter and it has at least one North Spokane resident 'dumbfounded.'

Theresa McGinnis lives along a residential road where cars line the street. Her neighborhood also butts up against the Northtown Mall, which adds to the lines of cars, especially during the busy holiday shopping season.

She says she's not just frustrated, but dumbfounded at the city's new plow plan.

"We're not all going to fit on one side of the street, it's just not going to work," McGinnis said.

McGinnis is referring to stage two of the city's new snow removal plan, which calls for all cars to be parked on one side of the street to allow the plows to come through with ease.

"It's the dumbest idea I've ever heard, I was born and raised here, there's got to be a better idea," McGinnis said. "I like the idea of Browne's Addition better... remove all the cars, come through and plow, move them back."

Mark Serbousek with the Spokane Streets Department is confident in the plan and is asking for cooperation.

"We had a lot of complaints last year, most of this change in policy has been driven by citizen recommendations," Serbousek said.

McGinnis admits the plan might work in neighborhoods where every house has a driveway, but in her neighborhood they rely on street parking. She says getting everyone to coordinate parking on one side of the road isn't realistic.

"Especially this time of year we get, from my street all the way up to the end of the mall, everybody is parking on this entire block," McGinnis said.

If she doesn't comply with the city's requests she faces getting ticketed or worse – she could get towed. But McGinnis isn't backing down.

"All of the vehicles on one side of the road sounds like it might make sense, in theory it might sound that way, but in reality it's not going to work... it's not going to work!" McGinnis said.

CITY OF SPOKANE SNOW REMOVAL PLAN

Stage 1: Two inches of snow are on the ground and four more inches anticipated. Crews will plow arterials and bus routes around the medical district and neighborhood business districts. Citizens must move parked cars off of all arterials.

Stage 2: Six inches of snow are on the ground and more is expected. Full-city plowing will begin. Parking on arterials is prohibited and citizens are required to park on only one side of residential streets.

Phase 2: The Snow Corridor Plan. Crews will concentrate on major arterials until conditions improve.
