The Boy Scouts of America's executive board has decided to delay its vote on a proposal to allow local troops to decide whether to allow openly gay members and leaders. The BSA was chartered by the US Congress in 1916. A few other youth programs have congressional charters, including the Girl Scouts of the USA and the Boys & Girls Clubs of America.
