The Spokane City Council will consider an ordinance later this month that would outlaw panhandling along streets and freeway off-ramps.

The ordinance was drafted by Councilman Mike Allen and would discourage panhandlers by making it illegal to reach beyond the curb.

But, it would also ban fundraisers like the fire department's "Fill the Boot" campaign to fight muscular dystrophy.
